About this opportunity
The Drug Enforcement Administration (DEA) has issued a notice of intent to award a sole source purchase order to Callyo 2009 Corp for a one-year renewal of its Dedicated Internet Access subscription. The procurement will be conducted under FAR Part 13 Simplified Acquisition Procedures and covers a 12-month subscription renewal along with additional user licenses for the Callyo Plus system. This specialized investigative technology provides audio and video monitoring capabilities for DEA law enforcement personnel during enforcement and undercover operations, utilizing unique virtual secure technology that eliminates the need for additional software on cellular devices. The contract period runs from October 1, 2025 to September 30, 2026, with the acquisition valued between $10,000 and $250,000. The DEA has determined through market research that Callyo is the sole source reasonably available for meeting their specific safety and operational requirements.
While this notice is not a request for competitive quotations, the DEA encourages interested parties who believe they can provide equivalent software capabilities to submit written responses by September 12, 2025 at 10:00 AM EDT. Potential contractors must contact Teresa Roshau-Delgado via email, reference number D-26-AT-0001, and describe their ability to provide the required product functionality. The award will be based on lowest price/technically acceptable criteria and follows an all-or-none, brand name only approach. Any responses received will be used solely to determine whether to conduct a competitive procurement, though the government reserves the right to proceed with the sole source award regardless of submissions. The government maintains full discretion over whether to compete this acquisition and is under no obligation to acknowledge receipt of or provide feedback on any information submitted by respondents.
