About this opportunity
The Department of Labor (DOL), specifically the Office of Assistant Secretary of Administration and Management (OASAM), has published a Special Notice of Intent to Sole Source a contract for Total Maintenance System (TMS) OnSite software to Accruent, LLC. The notice pertains to the Mine Safety and Health Administration's (MSHA) need for software to track asset data, manage inventory, and schedule maintenance events. Accruent is identified as the sole manufacturer, supplier, distributor, and service provider for the TMS software, which justifies the sole source procurement approach. The contract will be executed under NAICS code 541519 for Computer Related Services, with a size standard of $34M. The procurement will result in a firm fixed-price purchase order with a performance period beginning approximately April 28, 2025.
Interested contractors have until April 10, 2025, at 12:00 p.m. EST to submit capabilities statements demonstrating how competition could be advantageous to the government. The DOL is seeking clear and convincing evidence that a competitive procurement would not be cost or time prohibitive and would not delay services. Potential respondents must email their submissions with the subject line "Response to Sole Source Notice for TMS Onsite Software" to the designated contacts: Brett Killen (Killen.Brett.M@dol.gov) and NaShaunte J. Graham (Graham.NaShaunte.J@dol.gov). The solicitation (1605-CIO-25-NAT-0436) covers a base 12-month period with two additional 12-month option periods for maintaining the TMS Onsite system at MSHA's National Mine Health and Safety Academy in Beaver, WV. The government retains sole discretion in determining whether to proceed with a competitive procurement and will not be responsible for any costs incurred by responding parties.
