About this opportunity
The U.S. Army Mission Installation Contracting Command at Dugway Proving Ground issued a Notice of Intent to Sole Source on July 1, 2026, for calibration and repair of approximately 463 government-owned Temperature and Relative Humidity probes to Campbell Scientific Inc, with a capability-statement submission deadline of July 7, 2026 at 1000 Mountain Daylight Time.
The sole-source award targets off-site calibration, adjustment, and repair of TRH probes (Models HMP155, HMP45, HygroVue 10, and EE181) that support the Meteorological Branch's Portable Weather Instrumentation Data System for real-time weather data collection and range safety at DPG. The government asserts Campbell Scientific possesses the unique expertise required due to the highly specialized nature of probe adjustments, internal diagnostic software, and OEM replacement parts, as well as the requirement to guarantee critical compatibility with DPG's existing meteorological sensor network. The contract will be hybrid firm-fixed-price and time-and-materials and falls under NAICS 811210 (Electronic and Precision Equipment Repair and Maintenance, $34 million business size standard) and PSC J066.
Services must comply with NIST traceability requirements, Army Regulation AR 750-43, and OEM specifications, including physical adjustment of internal components and replacement of relative humidity chips. Any responsible source believing it can meet the requirement may submit a capability statement not exceeding five pages (8.5 x 11 inches, 10-point font minimum) to Laurel Brown at laurel.j.brown7.civ@army.mil. Capability statements must demonstrate technical ability to perform services in compliance with OEM standards without introducing mission risk or system incompatibility. This notice is informational; no telephone requests or offers will be accepted.

The objective of this sole source award is to procure off-site calibration, adjustment, and repair of approximately 463 Government-owned Temperature and Relative Humidity (TRH) probes. These probes are critical components of the Meteorology Branch’s Portable Weather Instrumentation Data System (PWIDS), which collects and transmits real-time weather data for range safety and test support at DPG. Due to the highly specialized nature of the probe adjustments, internal diagnostic software, and required OEM replacement parts, Campbell Scientific is the only vendor with the unique expertise required to calibrate and repair the probes while guaranteeing critical compatibility with DPG's existing meteorological sensor network. Please see attached Notice of Intent to Sole Source W911S626TEMP for additional minimum capability.
