About this file
This is a Notice of Intent to Sole Source a service contract for calibration and repair of government-owned Temperature and Relative Humidity (TRH) probes. The U.S. Army, Mission Installation Contracting Command (MICC) at Dugway Proving Ground (DPG) intends to award a firm-fixed price and time-and-materials hybrid service contract to Campbell Scientific Inc (UEI: EPYHURDCL7F8, CAGE: 53839), located at 815 West 1800 North, Logan, Utah 84321-1784. The requirement falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance, $34M business size standard) and Product Service Code J066 (Maint/Repair/Rebuild of Equipment).
The scope requires off-site calibration, adjustment, and repair of approximately 463 government-owned TRH probes (Models: HMP155, HMP45, HygroVue 10, and EE181) that support the Meteorological Branch's Portable Weather Instrumentation Data System (PWIDS) for real-time weather data collection at DPG. Services must comply with NIST traceability requirements, Army Regulation AR 750-43, and Original Equipment Manufacturer specifications, including physical adjustment of internal components and replacement of relative humidity chips. The government asserts Campbell Scientific is the sole source capable of providing these specialized services based on prior market research conducted through a Request for Information (Notice ID: W911S626TRH-RFI). Interested responsible sources may submit capability statements not exceeding five pages (8.5 x 11 inches, 10-point font minimum) to Laurel Brown at laurel.j.brown7.civ@army.mil by the closing date of 1000 Mountain Daylight Time (MDT), Tuesday, July 7th, 2026. Capability statements must include technical data demonstrating ability to perform services in compliance with OEM standards without introducing mission risk or system incompatibility. No telephone requests or offers will be accepted.

NOTICE OF INTENT TO SOLE SOURCE W911S626TEMP
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SERVICE CONTRACT AND IS
NOT A REQUEST FOR COMPETITIVE QUOTES.
The U.S. Army, Mission Installation Contracting Command (MICC), Dugway Proving Ground (DPG), intends to award a firm-fixed price (FFP) and time-and-materials (T&M) hybrid service contract on a sole-source basis for calibration and repair of government-owned Temperature and Relative Humidity (TRH) Probes. This procurement supports the operations of the Meteorological Branch, West Desert Test Center (WDTC), DPG pursuant to 10 U.S.C. 2304(c)(1) and in accordance with the Federal Acquisition Regulation (FAR) Revolutionary Overhaul FAR 6.103-1 and RFO FAR 12.102(a) to:
Campbell Scientific Inc 815 West 1800 North Logan, Utah 84321-1784
UEI: EPYHURDCL7F8
CAGE: 53839
The North American Industry Classification System (NAICS) code for this requirement is 811210 - Electronic and Precision Equipment Repair and Maintenance with a business size standard of $34M. The Product Service Code (PSC) is J066 - Maint/Repair/Rebuild of Equipment- Instruments and Laboratory Equipment.
The Meteorological Branch, West Desert Test Center (WDTC), U.S. Army Dugway Proving Ground (DPG) requires the off-site calibration, adjustment, and repair of approximately 463 Government-owned Temperature and Relative Humidity (TRH) probes (Models: HMP155, HMP45, HygroVue 10, and EE181). These probes are critical components of the Meteorology Branch’s Portable Weather Instrumentation Data System (PWIDS), which collects and transmits real-time weather data for range safety and test support at DPG.
Services require National Institute for Standards and Technology (NIST) traceability, compliance with Army Regulation AR 750-43 (Army Test, Measurement, and Diagnostic Equipment), and strict adherence to Original Equipment Manufacturer (OEM) specifications, including the physical adjustment of internal components and replacement of relative humidity chips as needed.
Minimum Capability Requirements:
Due to the highly specialized nature of the probe adjustments, internal diagnostic software, and required OEM replacement parts (e.g., RH chips), Campbell Scientific is the only vendor with the unique expertise required to calibrate and repair the probes while guaranteeing critical compatibility with DPG's existing meteorological sensor network.
Extensive market research, including a previously posted Request for Information (Notice ID: W911S626TRH-RFI), yielded no alternate vendors capable of providing the complete suite of necessary adjustment and repair services. Campbell Scientific Inc. is the only responsible source capable of providing the required services without causing unacceptable delays or equipment incompatibility.
THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES/PROPOSALS. This notice of intent is for informational purposes only and not a request for competitive proposals. No solicitation document exists for this requirement.
All responsible sources that believe they can meet the requirements described above may submit a capability statement demonstrating their technical ability to calibrate, structurally adjust, and repair the specific probe models listed above in compliance with OEM standards. Responses must include technical data in sufficient detail and with convincing evidence clearly demonstrating the capability to perform these services without introducing unacceptable mission risk, system incompatibility, or duplicated costs.
Capability statements shall not exceed five (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only contain questions will not be considered as an affirmative response. A determination by the Government not to compete this action based on responses to this notice is solely within the discretion of the Government.
Information received will be considered exclusively for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source award.
THIS IS NOT A REQUEST FOR QUOTES (RFQ). This notice is for informational purposes only.
However, any responsible source that believes it can meet this requirement may submit a capability statement to Laurel Brown at laurel.j.brown7.civ@army.mil .
The closing date for capability statements is no later than 1000 Mountain Daylight Time (MDT), Tuesday, July 7th, 2026. No telephone requests/offers will be honored.
