About this opportunity
The New York District of the U.S. Army Corps of Engineers has published a Notice of Intent to Sole Source a contract to Syncrolift for preventative maintenance services on a boatlift facility. This Special Notice was posted on October 16, 2025, and indicates the government's intention to award a firm fixed price contract directly to Syncrolift without competitive bidding. The contracting action is being pursued under Federal Acquisition Regulation 6.302-1, which permits sole source awards when only one responsible source exists and no other supplies or services will satisfy agency requirements. Syncrolift, as the Original Equipment Manufacturer (OEM) of the equipment, possesses the exclusive capability to provide genuine OEM parts and service with rebuilt components conforming to specific dimensions, tolerances, and specifications. The boatlift is located at the Caven Point Marine Terminal in Jersey City, New Jersey, a Corps of Engineers facility.
Any interested vendor seeking to propose an alternative source has until October 31, 2025, to submit relevant documentation demonstrating that their proposed alternative source meets the stated requirements and can satisfy the government's needs. Interested parties must submit their proposals directly to Matthew Lubiak at matthew.e.lubiak@usace.army.mil by the required due date and time. This is not a formal solicitation or request for proposal, but rather a notice of intent providing contractors an opportunity to challenge the sole source justification through submission of qualifying alternative sources. The eligibility criteria require that any alternative source must possess the capability to provide genuine OEM parts and service with rebuilt components that conform to Syncrolift's established dimensions, tolerances, and specifications. The notice effectively provides potential competitors a defined window to demonstrate why the contract should not be awarded on a sole source basis before the government proceeds with the direct award.
