This special notice, published by the Department of the Air Force Air Education and Training Command, announces the agency's intent to award an Indefinite Delivery/Indefinite Quantity contract without competition under FAR 6.302-1, citing only one responsible source exists to meet requirements. The contract will provide rotary wing aircraft support for the Special Warfare Training Wing's specialized training operations. The anticipated contract period runs from October 31, 2025, through October 30, 2030, supporting approximately 585 rotary wing flight hours annually. The justification centers on Air Center Helicopters being the only vendor capable of operating both small and large airframe helicopters that meet the wing's specific operational requirements.
The primary purpose of this notice is to provide advance notification of the intended sole source procurement while allowing other potential contractors to demonstrate equivalent capabilities. Interested parties must submit capability statements by June 19, 2025, at noon Central Daylight Time to the designated contracting officer, Jackson Hager. To be considered, contractors must demonstrate ability to provide AMC CARB certified aircraft with specific configurations including cabin doors and FRIES bars on both sides, functional hoists rated to 550 pounds, minimum eight night vision goggles for aircrew, and capacity for up to eight combat personnel plus one instructor. Additionally, eligible contractors must operate multiple airframes of the same type with capability to provide replacement aircraft within 36 hours at each location to ensure mission continuity.
