About this opportunity
The Department of Health and Human Services Indian Health Service (IHS), Office of Management Services - Property Management Program, published a Notice of Intent to Sole Source on March 12, 2026, regarding the procurement of rugged mobile barcode scanning devices. This special notice announces IHS's intention to award a sole source contract under FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements) to procure Sunflower-compatible inventory scanners. The agency has determined that only authorized devices configured to operate with the HHS Property Management Information System (PMIS), specifically Sunflower Systems Mobile Release 5.6.3, can fulfill operational requirements without substantial cost duplication and unacceptable delays. The sole source determination is based on extensive market research indicating that alternative scanning devices would require significant reconfiguration of existing software, additional integration testing, and potential system modifications that would prove economically inefficient.
The primary objective of this procurement is to acquire 46 Honeywell CK67 handheld mobile computer scanning devices valued at approximately $240,000 to support agency-wide property inventory operations and track accountable personal property across HHS operating divisions. The contracting officer has determined that CGI Federal Inc. will serve as the contractor under the NITAAC CIO-SP3 Government-Wide Acquisition Contract, with services including software licensing, configuration, integration testing, and hardware maintenance. Interested parties may submit capability statements within ten calendar days of the notice posting to demonstrate equipment compatibility with the existing Sunflower Mobile environment, though this submission is not a competitive quotation process. While the current procurement is structured as sole source, the government has indicated that future procurements will evaluate expanded competition opportunities as Sunflower Mobile software compatibility expands to additional hardware platforms, suggesting potential for competitive opportunities in subsequent acquisitions.
Notice text
The Department of Health and Human Services (HHS), Indian Health Service (IHS), Office of Management Services – Property Management Program, intends to negotiate and award a sole source contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to procure rugged mobile barcode scanning devices configured to operate with the HHS Property Management Information System (PMIS), also known as Sunflower Systems Mobile Release 5.6.3. The required scanners must be fully compatible with the existing Sunflower Mobile software environment currently deployed across HHS operating divisions and capable of directly interfacing with the agency’s property inventory management system used to track accountable personal property. Based on market research conducted by the Government, only authorized Sunflower-compatible devices configured with the required software integration can meet the agency’s operational requirements without substantial duplication of cost and unacceptable delays in fulfilling property accountability requirements.
Acquisition of alternative scanning devices would require substantial reconfiguration of the Sunflower Mobile application environment, additional integration testing, and potential modification to the existing property management system. Such changes would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and would create unacceptable delays in fulfilling the agency’s statutory property accountability requirements.
This notice of intent is not a request for competitive quotations; however, interested parties may submit capability statements demonstrating their ability to provide equipment fully compatible with the existing Sunflower Mobile environment. Responses must be received within ten (10) calendar days of this notice. Responses will be evaluated solely for the purpose of determining whether competitive procurement is feasible
