About this file
This is a Justification and Approval for Other Than Full and Open Competition document filed under FAR 6.302-1 by the Department of Health and Human Services, Indian Health Service (IHS), Office of Management Services – Division of Asset Management.
IHS is issuing a task order under the NITAAC CIO-SP3 Government-Wide Acquisition Contract to procure 46 Honeywell CK67 handheld mobile computer scanning devices configured with Sunflower Mobile Release Version 5.6.3, with an estimated total value of $240,000. The contractor is CGI Federal Inc. (UEI: TRKEP1HEBNS5), located at 12601 Fair Lakes Circle, Fairfax, VA 22033, under NITAAC Contract Number HHSN316201200011W. The requirement includes software licensing, configuration, integration, testing, support services, and hardware maintenance. The devices are needed to support IHS agency-wide property inventory operations for tracking accountable personal property including laptop computers, cellular phones, printers, scanners, network equipment, and medical/hospital equipment managed through the HHS Property Management Information System (PMIS/Sunflower).
The justification for sole-source procurement under 41 U.S.C. § 3304(a)(1) is based on the Honeywell CK67 platform's unique compatibility with Sunflower Mobile Release Version 5.6.3, as it is the only device currently validated for direct deployment without additional software modification. Alternate hardware platforms would require significant additional configuration, compatibility validation testing, potential redevelopment of integration components, and cybersecurity review, resulting in increased costs and operational delays. Market research confirmed this compatibility limitation. The Contracting Officer determined pricing to be fair and reasonable based on price comparisons with similar procurements at CDC and NIH. The Government intends competition at the authorized reseller and integration level through the NITAAC CIO-SP3 contract framework. Future procurements will evaluate expanded competition opportunities as Sunflower Mobile software compatibility expands to additional hardware platforms.

JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
FAR 6.302-1
1. Contracting Activity Department of Health and Human Services (HHS) Indian Health Service (IHS) Office of Management Services – Division of Asset Management
2. Nature and Description of the Action Being Approved This justification supports the issuance of a task order under the National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC) Government-Wide Acquisition Contract (GWAC), CIO-SP3, for the acquisition of forty-six (46) Handheld mobile computer scanning devices configured with Sunflower Mobile Release Version 5.6.3, including software licensing, configuration, integration, testing, support services and maintenance cost.
The estimated total value of this requirement is $240,000.
The proposed contractor is:
CGI Federal Inc.
12601 Fair Lakes Circle Fairfax, VA 22033
UEI: TRKEP1HEBNS5
NITAAC Contract Number: HHSN316201200011W
3. Description of Supplies or Services Required The Indian Health Service requires mobile barcode scanning devices to support agency-wide property inventory operations conducted by IHS Property Management personnel.
These inventories track accountable personal property including:
• Laptop computers
• Cellular phones
• Printers and scanners
• Network equipment
• Medical and hospital equipment
All accountable property is labeled with barcodes and managed through the HHS Property Management Information System (PMIS), also known as Sunflower.
The requirement includes:
• Forty-six (46) mobile barcode scanning devices
• Configuration with Sunflower Mobile Release Version 5.6.3
• Software installation and configuration
• Scanner software licenses
• Integration and testing with the HHS PMIS/Sunflower system
• Software support and updates
• Hardware maintenance services
4. Statutory Authority Permitting Other Than Full and Open Competition The statutory authority permitting other than full and open competition is:
41 U.S.C. § 3304(a)(1) – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, implemented by RFO FAR 6.203.
5. Demonstration That the Contractor’s Unique Qualifications or the Nature of the Acquisition Requires Use of the Authority Cited The Honeywell CK67 Mobile Computer Barcode Scanner configured with Sunflower Mobile Release Version 5.6.3 is required to ensure compatibility with the existing HHS Property Management Information System (PMIS/Sunflower) currently deployed across HHS operating divisions.
The Sunflower Mobile application is designed to operate on supported enterprise mobile device platforms with established compatibility profiles. The Honeywell CK67 platform has been validated for use with Sunflower Mobile Release Version 5.6.3 and provides reliable performance within the existing PMIS environment.
Use of alternate hardware platforms would require:
• Additional software configuration
• Compatibility validation testing
• Potential redevelopment of mobile integration components
• Additional cybersecurity review and certification
• Delays in deployment of inventory capabilities
Such modifications would result in increased cost and operational delays for the Government.
CGI Federal Inc. is an existing NITAAC CIO-SP3 contract holder capable of providing the required hardware, Sunflower configuration services, and integration support necessary to deploy the devices within the existing HHS property management infrastructure.
6. Description of Efforts Made to Ensure That Offers Are Solicited from as Many Potential Sources as Practicable The Government intends to utilize the NITAAC CIO-SP3 Government-Wide Acquisition Contract, which provides a pre-qualified pool of vendors capable of delivering information technology solutions to federal agencies.
Competition will occur at the authorized reseller and integration level, ensuring the Government receives competitive pricing while maintaining compatibility with the required Sunflower Mobile platform.
Market research confirmed that the Honeywell CK67 mobile computer platform is the only device currently validated for direct deployment within the Sunflower Mobile Release 5.6.3 environment without additional software modification.
7. Determination by the Contracting Officer That the Anticipated Cost to the Government Will Be Fair and Reasonable The Contracting Officer conducted a price comparison of the barcode scanners configured with Sunflower software against similar procurements within other HHS Operating Divisions, including the Centers for Disease Control and Prevention (CDC) and the National Institutes of Health (NIH). Based on this review, the pricing was determined to be fair and reasonable, with only marginal differences observed across the agencies.
The use of an established Government-Wide Acquisition Contract further ensures that pricing is consistent with competitively awarded contract rates.
8. Description of Market Research Conducted Market research was conducted to identify available barcode scanning devices capable of operating within the Sunflower Mobile Release Version 5.6.3 environment used by the HHS Property Management Information System.
The research determined that the Honeywell CK67 mobile computer provides the required compatibility, ruggedized hardware capabilities, and enterprise support necessary to operate within the Sunflower mobile platform.
Alternate mobile devices would require software modifications, additional system validation, and cybersecurity review prior to deployment.
9. Any Other Facts Supporting the Use of Other Than Full and Open Competition Standardizing on the Honeywell CK67 mobile computer platform ensures continued compatibility with the Sunflower Mobile environment and avoids disruptions to IHS property inventory operations.
Maintaining consistent hardware and software configurations across IHS facilities supports operational continuity, minimizes technical risk, and ensures compliance with Federal property management requirements.
10. Actions to Remove or Overcome Barriers to Competition The requiring activity will continue to monitor available technology solutions and vendor capabilities for future acquisitions.
Future procurements will evaluate the potential for expanded competition as Sunflower Mobile software compatibility expands to additional mobile hardware platforms.
