About this opportunity
U.S. Customs and Border Protection issued a notice of intent to sole source sixty Starshield service tokens to Space Exploration Technology Corp, with a response deadline of September 24, 2026 for competing contractors to submit capabilities statements. The acquisition is justified on the basis that CBP's integrated aircraft antennas and terminals are constellation-specific and compatible only with the Starshield/Starlink constellation; CBP tested alternative PLEO providers between March 2025 and September 2026 and determined that no alternate provider can ensure data lands at a CONUS location as required for operations. The tokens support CBP Air and Marine Operations manned aircraft performing beyond-line-of-sight command and control, data reception, and voice communications within the 48 contiguous United States, coastal waters, Gulf of Mexico, Caribbean, and eastern Pacific regions. Each token expires twenty-four months after delivery. Period of performance runs from date of award through September 29, 2028. Contracting Officer Michael A. Hall (Michael.A.Hall@cbp.dhs.gov) will receive capabilities statements from interested contractors demonstrating ability to meet the requirements. The contract vehicle is a firm fixed price purchase order funded from Fiscal Year 2026 Operations and Support appropriations under FAR 12.201-1 commercial acquisition procedures.
