Statement of Work For Starshield Tokens Air and Marine Operations Dated: September 17, 2026

BACKGROUND

Under the authority of Title I, Sec. 101 Homeland Security Act of 2002 as amended, the Department of Homeland Security (DHS) was established to prevent terrorist attacks within the United States; reduce the vulnerability of the United States to terrorism; minimize the damage and assist in the recovery from terrorist attacks that do occur within the United States.

The mission of U. S. Customs and Border Protection (CBP) Air and Marine Operations (AMO) is to protect the American people and the Nation’s critical infrastructure through the coordinated use of integrated air and marine forces to detect, interdict, and prevent acts of terrorism and the unlawful movement of people, illegal drugs, and other contraband toward or across the borders of the United States.

OBJECTIVE

This requirement is to provide services to support AMO flight operations. CBP AMO operates Manned Aircraft on Starshield satellite service to provide a wide-band data link for beyond line of sight (BLOS) operations. This satellite service is used for the command and control of the aircraft, receiving data from the aircraft and additional voice channel(s) for BLOS operations. AMO missions are flown within the 48 contiguous United States and their coastal waters, Gulf of Mexico, Caribbean, and eastern Pacific regions.

SCOPE

Provide Starshield satellite service for BLOS command and control, voice, and data transmission needs. Service is to be provided in the form of sixty (60) monthly service tokens. Tokens expire 24 months after delivery.

CONTRACTOR TASKS

The contractor shall provide sixty (60) monthly service tokens.

PERIOD OF PERFORMANCE

Tokens expire 24 months after delivery.

Changes to the Statement of Work No changes to this SOW or cost increases will be incurred without written prior approval of the CO as coordinated by the COR. Any changes or cost increases will not take effect until the CO executes a written modification.
