About this opportunity
The Centers for Disease Control and Prevention (CDC) has published a Special Notice announcing its intent to award a sole source contract to Southern Light Rail INC for membership to the Internet II consortium. The procurement is valued at approximately $81,270 for FY24 and is being pursued under the authority of FAR 13.106-1(b)(1) and 10 U.S.C. 2304(c)(1). The CDC intends to negotiate with only Southern Light Rail INC, which operates the Southern Crossroads (SoX) Internet 2 connection point at Georgia Tech. This connection point serves as the sole provider for Internet 2 connectivity in the Southeastern United States. The Notice was posted on September 5, 2025, and falls under the NAICS code 517112 for Wireless Telecommunications Carriers.
The primary purpose of this procurement is to provide CDC with access to a high-performance educational and research network that supports scientific collaboration and research through the Internet II Network and NLR PacketNet networks. While this is intended as a sole source acquisition, the government will consider any quotations or responses received within seven days of the notice's issuance date, with a response deadline of September 20, 2025. All responses must be submitted via email to the designated contract specialist at TLWilliams3@cdc.gov, as phone inquiries will not be accepted. The sole source justification is based on Southern Crossroads being the exclusive provider of Internet 2 connectivity in the Southeastern region, offering proprietary services specifically dedicated to educational and research facilities. This network access will enable collaborative projects including PHIN Grid Computing Cloud Services and High-Performance Computing initiatives, providing high-bandwidth connections without competing commercial traffic that could impact research activities.
