About this opportunity

The U.S. Army Medical Research Acquisition Activity (USAMRAA) has issued a Special Notice indicating its intent to award a sole source Firm Fixed Price Purchase Order to Direct Path Corporation for the replacement of window shades in Building 808 at Fort Detrick, MD. The current shades are inadequate, allowing excessive brightness that causes discomfort for employees, and USAMRAA seeks to install darker shades to mitigate this issue.

The purpose of this Special Notice is to provide formal notification of USAMRAA's intent to award this sole source contract to Direct Path Corporation, the incumbent contractor who originally installed the shades. The government cites cost savings as the rationale for this approach. This is not a request for quotations, but any other firms interested in providing these services must respond in writing by May 18, 2024 to the contracting point of contact, Ms. Jennifer Bassett. The government will make a determination on whether to compete this requirement based on the responses received.

Notice text

The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price Sole Source Purchase Order to Direct Path Corporation, located at 5230 Eisenhower Avenue, Alexandria, VA 22304-4816 in accordance with the Federal Acquisition Regulation (FAR) 13.106-1(b)(1): For purchases not exceeding the Simplified Acquisition Threshold (SAT), only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization). This requirement is for the replacement of window shades in building 808 on Fort Detrick, Frederick, MD.

Building 808 was constructed by the United States Army Corps of Engineers in 2023 under a contract awarded to Manhattan Construction Company. Numerous window shades have been found to flood the interior of the building with the bright outside light even with the current shades drawn. This causes discomfort for employees due to the excessive brightness. To address this issue, USAMRAA is seeking the installation of darker shades (PW4001 1%U64 ASH) to mitigate direct sunlight.

The Contractor responsible for the shade’s installation during building construction was Direct Path Corporation. USAMRAA is therefore seeking replacement of the installed shades with newer, darker shades. Working with the incumbent Contractor will provide discounts to the Government to remove the old shades and install the new shades; thereby providing the best overall cost savings for this effort.

This is a notice of intent to issue a Purchase Order on a Sole Source basis. This notice of intent is NOT a request for quotations (RFQ). Any other firms desiring consideration must fully identify their interest and capability to provide these services no later than 18 May 2024 to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest in writing, to the Government point of contact. Responses to this notice must be received no later than 11:00am Eastern Standard Time, 18 May 2024. The point of contact for this action is Ms. Jennifer Bassett, jennifer.s.bassett.civ@health.mil. No telephone requests will be honored.
