About this opportunity
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) has issued a Special Notice of Intent to Sole Source Services for Integrating Decision Analytics. The notice indicates the agency's plan to negotiate directly with Keisler Consulting, LLC for a follow-on research and development contract. The opportunity is classified under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences, with a size standard of $1000. The notice is being conducted under Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), which allows for sole source procurement under specific circumstances. The contract is intended to develop advanced decision analytics and resilience modeling for military force decision-making in post-disaster and post-conflict environments.
The primary objective of this project is to procure a contract that develops tailored models using multi-criteria decision analytic (MCDA) approaches to quantitatively model complex interactions between disasters, adversarial attacks, and other hazardous scenarios. Contractors must demonstrate specific qualifications, including expertise in decision analytics, resilience in encrypted systems, and applied MCDA methodologies. Interested parties are invited to submit technical capability statements via email to Shinita Jordan or Sonia Boyd by 10:00 AM Central Time on May 13, 2025. The submission must include technical data and pricing information to demonstrate capability in providing similar services. No phone calls will be accepted, and while this is not a competitive proposal request, the government will review all capability statements to determine whether to proceed with a competitive procurement. The government retains sole discretion in making a final determination about the procurement process.
