About this opportunity

The Department of the Air Force United States Air Forces in Europe - Air Forces Africa has issued a Special Notice regarding its intent to conduct a sole-source procurement of ServiceNow software licenses from Carahsoft Technology Corp., a current DoD Enterprise Software Initiative (ESI) BPA holder. The requirement is for a one-year term software license covering various ServiceNow components to support the Air Component Battle Network (ACBN).

The purpose of this Special Notice is to provide potential vendors with the opportunity to challenge the sole-source determination. The government has determined that Carahsoft is the only known source capable of fulfilling this requirement based on ServiceNow being the Air Force's standard solution and the requirement to procure software through the DoD ESI in accordance with DAFMAN 17-1203. Interested firms must submit an interest letter by April 18, 2024, demonstrating their technical expertise, certifications, and authorization to compete as an authorized software license/service provider for this ServiceNow software. The government will evaluate any responses received, but the decision to compete the procurement is solely at the discretion of the government.
