II. Nature and/or description of the action being processed.
A Firm Fixed Price Order against the DoD Enterprise Software Initiative (ESI) BPA No. N6600119A0120 is anticipated for the award of this requirement.
III. Description of supplies/services required to meet agency needs.
USAFE AFAFRICA A6ON Air Component Battle Network (ACBN) requires the purchase of ServiceNow Software licensing for a period of twelve months. This licensing will support 1,366 administration/users for an on-premise ServiceNow SIPRNet/NATO Secret solution for the Air Component Battle Network (ACBN). The ServiceNow software provides the integration of functions to include IT Asset Management (Hardware Asset Management & Software Asset Management), Strategic Portfolio Management, IT Operations Management, IT Service Management.
This requirement for ServiceNow software licensing is for a one-year term and will include the following components:

The requirement is offered by current DoD ESI BPA holder, Carahsoft Technology Corp.
IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.
The Air Force has selected ServiceNow as the new standard solution for IT Service Management (ITSM).
ServiceNow is also the chosen solution for the Air Force IT Investment Portfolio Suite (ITIPS) v2.0 for portfolio management (PfM). A6 requires a demand and project management solution that will integrate with the AF-provided ITSM and PfM solutions.
Without the ServiceNow's system capabilities, trying to interface/integrate another vendor's demand and project management solutions with the existing ServiceNow products may be possible but would incur additional service costs and would be unsustainable for the organization. Without integration of all functions, A6 cannot effectively provide lifecycle management of IT requirements.
Per the 261st Cyberspace Operations Squadron Cyber Protection Team's recent network analysis (conducted in April-May 2022), the A6 ONI team requires a ticketing system in order to effectively manage and track historical and future changes to the network in order to reduce network failure and cyber security vulnerabilities.
Tracking and managing network configuration changes are pertinent to maintaining an ATO for the ACBN network. Without the data provided by the system, the ATO would be in jeopardy of approved accreditation.
The Air Component Battle Network (ACBN) requires a trouble ticket and configuration management ticket system for tracking, assessment management (both hardware and software) and project management. Install/Implementation and 1 year of O&M with twelve months of licensing for 1,366 administration/users for an on-premise ServiceNow.
DAF will be implementing ServiceNow as an enterprise solution next year, ACBN is leaning forward in an attempt to align w/ DAF by purchasing Service Now as our IT Management tool of choice.
Using Service Now as an IT Management tool will allow our team to predict issues and automate resolutions, plan, track, and secure our network through best-practice governance. Manage all our hardware and software IT assets from a single platform. We can automate every stage of the IT asset lifecycle at scale while controlling costs and minimizing licensing and leasing risks.
V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with
FAR 8.404(d).
This is a brand name requirement where market research has determined that there is only one (1) available source capable of fulfilling this requirement, Carahsoft Technology Corp. This firm is a current BPA holder on DoD Enterprise Software Initiate (ESI) and has been confirmed the authorized reseller of ServiceNow Software. The Contracting Officer will determine best value based on consistency of pricing compared to the pricing found on the BPA's price list as well as the previously awarded delivery orders procured by other DAF contracting offices.
VI. Description of the market research conducted and the results, or explain why market research was not conducted.
A. USAFE AFAFRICA A6ON conducted vendor outreach and as a result received a quote from CarahsoftTechnology Corp which supports the mission partner's overall IGE of Carahsoft was found to be a current DoD ESI BPA holder (Contract No. N6600119A0120).

B. FPDS-NG was utilized to perform market research of other available sources offering the ServiceNow software which resulted in the findings of at least 68 total vendors offering the software. Per DAFMAN 17-1203 dated 13 Sep 2022, all DAF software shall be procured through DoD Enterprise Software Initiative (ESI) which takes precedence over GSA 2-GIT.
With the above stated, it became evident that between FY22 to current FY24, all purchases of this ServiceNow software was implemented through orders off the Carahsoft Technology Corp ESI BPA making this the sole-vendor for this requirement/scope. For reference, a total of 57 contract actions were awarded by various Air Force Contracting Agencies under this specific BPA (N6600119A0120) between FY22 to current. An analysis of these findings can be found in the contract file, Encl 1 - FPDS- NG ServiceNow Software. A Summary of at least three DAF awards are found below:

C. A sources sought memo was posted on GSA eBuy (Ref. RFQ1681417 expiring on 04 March 2024). The result of this sources sought memo has indicated that Carahsoft Technology Corp is truly the only vendor that can satisfy this requirement as confirmed by both Carashsoft and the ServiceNow Software firm via email in response to the sources sought memo. Carahsoft has also confirmed that ESI BPA No.
N6600119A0120 is in place for Government ordering and will take precidence over GSA 2GIT per the guidance of DAFMAN 17-1203.
D. A web-search of Carahsoft Technology Corp's contract (N6600119A0120) led to the findings of an article referencing Carasoft's past performance and vetted relationship with the DoD/the Federal Government in the provision of IT Solutions. Carahsoft is also a top performing GSA Schedule and SEWP contract holder containing taking ownership of contract numbers N6600199A0120 and N6600121A0031 through GSA Schedule no. GS-35F-0119Y. These contracts are DoD Enterprise Software Initiative BPA established to manage procurements of COTS IT agreements, assets, and policies.

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.
The Government will continue to monitor the market as well as maintain awareness of any mandatory enterprise-wide tools put in place to see if other non-mandatory sources can meet future requirements without eliminating efficiencies gained by utilizing a USAF mandatory source.
