About this opportunity
The National Institutes of Health (NIH), specifically the National Institute of Dental and Craniofacial Research (NIDCR), has published a Notice of Intent to Sole Source a Senior Biologist contract to Corinne M. Goldsmith, Inc., a small business contractor. This special notice represents the agency's intention to award a firm-fixed-price purchase order as a Total Small Business Set-Aside without conducting a competitive procurement. The notice was posted on April 2, 2026, and the contracting opportunity falls under NAICS Code 541380 (Testing Laboratories and Services). The justification for the sole source award is based on the contractor's unique qualifications and specialized experience that are deemed unavailable from other responsible sources. The Department of Health and Human Services is the parent agency overseeing this procurement action.
The primary objective of this procurement is to secure specialized Senior Biologist services supporting the Sjogren's Disease Biomarkers Consortium, with the contractor responsible for biospecimen logistics including sample intake, tracking, transport, tissue microarray coordination, and maintenance of audit-ready documentation for multi-omic analyses. The contract period spans three years, beginning April 9, 2026, with a base year and two optional years. While this is a sole source procurement, other small business concerns believing they can satisfy the requirement may submit a capability statement by the April 7, 2026 deadline at 12:00 PM (ET) to travis.brown@nih.gov. Capability statements will be evaluated solely to determine whether to conduct a competitive procurement, with the final decision at the sole discretion of the Government. Only small business contractors with revenues not exceeding $19.0 million are eligible to participate in this Total Small Business Set-Aside.
