This is not a competitive solicitation but rather advance notice that the agency intends to award a Time-and-Materials contract to Alaska State Troopers located at 5700 East Tudor Road in Anchorage, Alaska. The procurement falls under NAICS code 561612 for Security Guard and Patrol Services and utilizes the authority of FAR 13.501(a)(1)(ii) Commercial Item Test Program. The services are classified under Product Service Code V127 for Transportation/Travel/Relocation-Transportation: Security Vehicle. The USMS is required to provide this advance notice to allow other potential contractors to express interest if they believe they can meet the requirements.
The purpose of this sole source contract is to acquire secure prisoner transportation services requiring armed transportation officers and appropriate contractor-owned vehicles to transport federal detainees between detention facilities and courthouses in Anchorage, with optional coverage extending to Fairbanks and Juneau. Services must be available on short notice and are expected to operate Monday through Friday during regular court hours, with contractors required to maintain an existing operational presence in all three locations. Any interested parties who believe they can meet these requirements in their entirety may submit a written capability statement by 5:00 p.m. Eastern Daylight Time on October 10, 2025, to arness.harris@usdoj.gov. The capability statement must contain clear and convincing evidence that competition for this requirement would be advantageous to the government. Contractors should note that all costs associated with preparing and submitting responses are at their own expense and will not be reimbursed by the government.
