The attached Justification and Approval summary describes a firm fixed price contract for work on a submarine during Availability operations. Phase 1 covers shipboard ripout, repair, and reinstallation of the equipment, and Phase 2 covers shipboard testing. An optional Phase 3 provides for operational monitoring and deficiency adjudication at the Government's request. The source gives no dollar value; the Independent Government Estimate is based on historical contract pricing for similar work.
The justification rests on CEPEDA's status as Original Equipment Manufacturer holding proprietary drawings, material specifications, measurements, and repair processes that the Government cannot obtain elsewhere. A sources sought notice posted October 5, 2026 with a October 7, 2026 closing date generated no responses. Vendors must submit a capability statement or quotation in sufficient detail to demonstrate ability to perform, including past experience on same or similar requirements and references. Quotes must include a detailed pricing breakdown covering labor hours, labor categories, materials, and travel. Oral communications are not acceptable.
