About this opportunity

The Office of the Comptroller of the Currency (OCC) intends to award a delivery order to Elsevier, Inc. for the renewal of its ScienceDirect Online Content Database subscription. This database includes collections of peer-reviewed, full-text scientific, technical and health literature as well as open access publications related to banking, finance, economic, econometrics, business, management and accounting. The OCC is procuring these services under a follow-on basis utilizing FAR 16.505(1) Fair Opportunity, as they have determined that Elsevier is the only responsible source that can satisfy the agency's requirements. While the OCC will consider responses from other vendors, they must demonstrate that their products can provide the same functionality as the ScienceDirect database. The evaluation will be based on the vendor's capability to meet the government's needs, and the due date for responses is November 8, 2024.

This procurement is not set-aside for any specific business categories. Elsevier is the incumbent contractor currently providing the ScienceDirect database subscription to the OCC. The OCC has not provided any information on the potential award value or budget range for this requirement. The notice indicates that the OCC will make a determination on whether to conduct a competitive procurement based on the responses received.
