About this opportunity
The 92d Civil Engineer Squadron at Fairchild Air Force Base issued a notice of intent to sole source a replacement barrier net to Black Security Products LLC (UEI: JCFAKK6ZPXB6 / CAGE: 7MT82). The M50 P2 Level crash barrier system at the main gate requires the original manufacturer's net to preserve its DoD-certified integrity under ASTM F2656 standards; substituting a net from another manufacturer, even if visually equivalent, would void the certified configuration and DoD listing because the crash rating applies to the tested, matched-set assembly as a whole, not individual components. Black Security Products confirmed on August 18, 2026, that it has no authorized resellers for the crash-rated net and sells it only directly. The small business set-aside will be dissolved to permit direct solicitation to Black Security Products. The government invites vendors who believe they can provide equivalent items to submit substantiating documentation in writing to the point of contact; written submissions will be evaluated solely to determine whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice.

Notice of Intent to Sole Source to: Black Security Products LLC (UEI: JCFAKK6ZPXB6 / CAGE: 7MT82)
The 92 CES has a requirement for a replacement barrier net for the main gate at Fairchild AFB. The requirement for the front gate replacement net must be provided by Black Security Products (BSP) to preserve the certified integrity of the existing M50 P2 Level crash barrier system. Because crash-rated barriers are tested and certified as complete, matched-set assemblies under the DoD-referenced ASTM F2656 standard, the M50 P2 rating applies to the entire system rather than the individual net. Substituting a net from another manufacturer, even an equivalent-looking one, would void the certified configuration and the DoD listing since there is no test data proving it would perform identically within this specific assembly. Consequently, the replacement must be the exact BSP net originally quoted for this site. Black Security Products was contacted on 18 August 26 to inquire on the possibility of authorized re-sellers for this product. They confirmed that there are no authorized resellers for the net as it is crash-rated and must be replaced with identical specs, so they only sell it directly. Based on the aforementioned information, it is recommended that the small business set-aside be dissolved and this requirement be solicited directly to Black Security Products LLC.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the government. Vendors that believe they can provide the items listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the government to compete this proposed contract based on responses to this notice is solely at the discretion of the government.
