About this opportunity

The United States Department of Agriculture, Office of Chief Information Officer, Digital Infrastructure Services Center (DISC) issued a sole-source intent notice on September 2, 2026 for renewal of $AVRS and TRMS proprietary mainframe software maintenance and support from Software Engineering of America, with responses due by September 8, 2026. This procurement is set aside for Total Small Business and restricted to sole-source award; USDA's mainframe platform depends entirely on these tools, and Software Engineering of America is the sole developer, manufacturer, licensor, and maintainer with exclusive legal authorization to provide maintenance, updates, bug corrections, and license support. No resellers exist, and the Government verified that no other vendor may service these products.

Responsible sources may submit a capability statement demonstrating clear and convincing evidence that competition would be advantageous to the Government. Any response must include technical capabilities, pricing, and other information proving the ability to meet the requirement. The Government retains sole discretion to compete the requirement based on responses received. All submitted information shall be used for planning and market research purposes only; the Government will not pay for preparation or use of any submission. The justification document confirms market research per FAR Part 10 (scaled for Simplified Acquisition Threshold) validated SEA as the only responsible source, and certifies that without renewal, USDA would lose access to required updates and patches, incurring increased vulnerabilities and operational risks affecting mission-critical workloads across multiple USDA agencies.

Notice text

The United States Department of Agriculture, Office of Chief Information Officer, Digital Infrastructure Services Center (DISC) intends to award a purchase order on a Sole Source bases to Software Engineering of America for the RENEWAL of our current $AVRS & TRMS Program Products. The USDA mainframe platform relies on these specific tools and cannot function without their maintenance and support.

Software Engineering of America is the sole developer, manufacturer, licensor, and maintainer of the $AVRS and TRMS Program Products. These tools are proprietary and require access to SEA’s source code for maintenance, bug corrections, updates, and license support. No other vendor is legally authorized to provide maintenance or updates. SEA has no resellers, and the Government verified only SEA may service these products. The nature of the software, coupled with proprietary restrictions, makes Software Engineering of America the only capable source of providing the necessary support services.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTE. Responsible sources may submit a capability statement in response to this requirement. Any response must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Governments Requirement. A determination by the Government to compete the requirement based on the responses to this Special Notice is solely the discretion of the Government. All information received from this notice shall be used for planning and market research purposes only. The Government will not pay for the preparation of any information submitted or use of such information.
