About this opportunity
The U.S. International Trade Commission issued a notice of intent to sole-source award to RELX Inc. for a LexisNexis Digital Library Collection subscription, with a response deadline of June 26, 2026.
The Commission intends to procure a one-year subscription for electronic and print legal research publications from Lexis Online Legal Research Services, with four anticipated one-year options, running July 1, 2026 through June 30, 2027. The estimated total value is $88,500. The sole-source justification rests on FAR 6.302-1 (only one responsible source); market research confirmed that LexisNexis publications are not accessible through alternative digital platforms and no viable substitutes exist without compromising the Commission's research requirements. The Office of Analysis and Research Services requires access to detailed legal case law, statutes, and forms for staff research.
This announcement is for informational purposes only and is not a competitive solicitation. No formal RFQ or solicitation will be issued. However, the Government will consider any information received within five business days of the posting date (by June 21, 2026, not the June 26 deadline stated). Interested parties may submit information to Contracting Officer Ian Quillman at ian.quillman@usitc.gov. Telephonic inquiries are discouraged. The determination not to compete remains solely within Government discretion.
