About this opportunity
The Indian Health Service (IHS), a civilian agency within the Department of Health and Human Services, has issued a Special Notice announcing its intent to award a firm fixed-price contract on a sole source basis to La Paz Regional Hospital Laboratory. The contract is specifically for Reference Laboratory Testing services for the IHS Parker Indian Health Center located in Parker, Arizona. The procurement is being conducted under Federal Acquisition Regulation (FAR) 13.501(a), with the unique requirement of providing emergent laboratory testing for emergency and inpatient departments. La Paz Regional Hospital has been identified as the only source capable of meeting the government's stringent testing requirements, particularly the need for rapid result reporting within one hour of specimen collection.
The primary objective of this Special Notice is to inform potential contractors about the IHS's intent to sole source the laboratory testing services and provide an opportunity for other interested parties to demonstrate their capabilities. Contractors who believe they can meet the testing requirements must submit their evidence of capability via email to Kenneth Nicholson (Kenneth.Nicholson@ihs.gov) by 3:30 PM MDT on May 20, 2025. The testing services include emergent laboratory testing and critical transfusion compatibility testing for blood products, with a specific geographical constraint requiring the service provider to be within a 15 to 20 minute radius of the IHS Parker Indian Health Center. The notice emphasizes that blood products expire within 30 minutes of leaving monitored refrigeration, necessitating immediate availability. While this notice is informational and not a formal request for quotes, the government will consider any submissions solely to determine whether to pursue a competitive procurement, with the final decision remaining entirely at the government's discretion.
