About this opportunity

The U.S. International Trade Commission announced its intent to sole-source award a purchase order to Purdue University on August 10, 2026, under FAR 6.302-1 (only one responsible source) for an updated Global Trade Analysis Project (GTAP) Critical Mineral database compatible with GTAP v12 with reference year 2023, with delivery due October 30, 2026.

The estimated contract value is $26,376.00. The justification for sole-source procurement cites Purdue's substantial development investment in creating the original GTAP-CM database, the complexity of the database's technical methodology for reconciling multiple data sources, and the significant resources required for another vendor to replicate the methodology, assumptions, and technical documentation. Commission staff market research determined no other source offers an equivalently disaggregated and unified data source for critical minerals analysis.

This announcement is informational only and not a request for competitive quotations. The government will consider information received within five days after posting (by August 15, 2026) from interested parties; submissions should be directed to Contracting Officer Ian Quillman at Ian.Quillman@usitc.gov. The government retains sole discretion to proceed or not proceed with the sole-source award. No solicitation will be issued.
