About this file

This is a Justification and Approval for Single Source Award form submitted by the U.S. International Trade Commission (USITC).

The USITC Office of Procurement is awarding a single source contract to Purdue University - Center for Global Trade Analysis under requisition number ITC-OOEC-26-0018 for an estimated total value of $26,376.00. The requirement is to purchase an updated version of the Global Trade Analysis Project (GTAP) Critical Mineral (CM) database compatible with GTAP v12 with a reference year of 2023. GTAP is a mathematical model and database system used for analyzing global trade policies. The justification for limited competition cites the substantial development time invested by GTAP in creating the original GTAP-CM database (reference year 2017), the complexity of the database's technical methodology for reconciling multiple data sources of varying quality, and the significant resources and time that would be required to bring another vendor up to speed on the existing methodology, assumptions, and technical documentation. Market research conducted continuously by Commission staff throughout the year determined that no other source offers such a disaggregated and unified data source. The contract has been posted to sam.gov as it exceeds the $25,000 simplified acquisition threshold. Both the Requiring Officer (Karen Thome) and Contracting Officer (Ian Quillman) have certified the justification as accurate and complete.

Justification and Approval for: Single Source Brand Name

1. REQUISITION NUMBER: ITC-OOEC-26-0018 ESTIMATED TOTAL VALUE: $26,376.00

2. Description of supplies or Services Required to Meet Agency:

This requirement is to purchase an updated version of the Global Trade Analysis Project (GTAP) Critical Mineral (CM) database that is compatible with GTAP v12 with a reference year of 2023. GTAP is a mathematical model and set of databases of the global economy used for the analysis of trade policies.

3. Justification for Limited Competition:

GTAP spent substantial time developed the original GTAP-CM database, with a reference year of 2017. The database combines information from multiple sources of varying quality. The technical process for reconciling the different data, as well as methodology to balance the resulting dataset, is complex. Awarding this contract to another vendor would require substantially more Commission resources to bing the bender up to speed on the methodology and to discuss key assumptions, and would require the vendor to spend significant time understanding the existing technical documentation and sources of data.

5. Requiring Officer's Certification:

I certify that the facts and representations in this justification, included herein, meet the Government's need and that the supporting data which forms the basis for this justification is complete and accurate.
