About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) intends to sole-source a firm-fixed-price potable water delivery contract to the National Weather Service Weather Forecast Office in Gray, Maine, with a capability statement deadline of August 7, 2026. The procurement carries a Total Small Business set-aside.
Work is performed at 1 Weather Lane, Gray, Maine 04039. The contractor must deliver potable water to fill a 10,000-gallon underground tank on an as-needed basis (not to exceed five deliveries per contract period), meeting Maine drinking water standards, with seven-calendar-day response required upon notification. The tank requires a 3-inch cam lock male adapter connection. The government reserves the right to collect water samples prior to filling and conduct laboratory safety testing at government expense.
The contract structure covers a one-year base period (September 30, 2026 through September 29, 2027) with four optional one-year renewals extending through August 31, 2031. The estimated requirement is tank filling approximately every 100 days.
NOAA conducted market research via a Sources Sought Notice posted July 7–17, 2026, and determined that only one capable vendor possesses the required equipment, similar experience, and logistical capabilities to meet the performance standard. The agency intends to negotiate directly with M.A. Haskell & Sons. Any responsible source believing it can meet the requirement may submit a capability statement by 8:00 AM EDT on August 7, 2026; the Government retains discretion to compete the action based on responses received.
