About this opportunity

The Department of Homeland Security, United States Coast Guard, Operational Logistics Command (LOG-94) has published a Special Notice of Intent to Sole-Source pier-side and underway training vessels to Hornblower Yachts LLC. This notice announces the Coast Guard's intention to award a sole-source purchase order on a basis other than full and open competition, pursuant to FAR authority 6.302. The procurement is for training vessels needed by USCG Maritime Security Response Team West (MSRTW) in San Diego, California, for operations essential to maritime security training. The contract period of performance runs from March 17, 2026 to April 9, 2026. This procurement will be conducted under Simplified Acquisition Procedures and will not exceed the simplified acquisition threshold of $250,000. The solicitation is firm fixed price and classified under NAICS Code 488390 (Other Support Activities for Water Transportation).

The objective of this sole-source procurement is to provide specialized passenger ferry vessels for tactical and mission-readiness training exercises, including close-quarter combat, CBRNE threat response, canine detection operations, helicopter operations, and precision fire exercises. The Coast Guard has determined that Hornblower Yachts LLC and its M/V Bold Horizon vessel are the only responsible source capable of satisfying the agency's requirements within the narrow operational timeframe and with the specialized capabilities needed. The due date for any responses is March 12, 2026, and interested parties must submit clear, compelling, and convincing evidence that competition would be advantageous to the government; this is not a request for competitive quotes or proposals. Contractors must demonstrate compliance with specific vessel specifications, including 150 to 250 feet in length with 500 to 1,200 passenger capacity, secured San Diego County pier facilities, and crews with military and law enforcement training experience. This notice is for informational purposes only, and all inquiries must be directed via email to the Contract Officer, Elizabeth Tam-Hurley, at Elizabeth.h.tam-hurley@uscg.mil.
