About this opportunity
The Department of Defense's Health Readiness Contracting Office at Joint Base San Antonio, Fort Sam Houston, Texas has published a Notice of Intent to award a sole source contract to the Physician Assistant Education Association (PAEA Assessment) located in Washington, DC. The contract will be awarded under Federal Acquisition Regulation authority FAR 6.302-1(a)(2)(iii)(B), which allows for sole source procurement when only one responsible source can satisfy agency requirements. The notice indicates the government's intention to procure specialized educational assessment services for the U.S. Army Medical Center of Excellence Military Graduate Program. The procurement falls under the educational services category with a NAICS code of 611310 for Colleges, Universities, and Professional Schools. The contracting officer for this opportunity is Arturo Castro.
The primary objective of this sole source procurement is to acquire the PAEA Student Exam Bundle, which consists of standardized exams and assessment tools specifically designed for physician assistant education programs. The bundle includes the Physician Assistant Clinical Knowledge Rating and Assessment Tool (PACKRAT), End of Rotation Exams, and End of Curriculum Exams to support training at Fort Sam Houston. The government justifies the sole source approach by stating that awarding to any other source would likely result in substantial cost duplication or unacceptable delays in meeting agency requirements. Despite the sole source intent, the notice allows all responsible sources to submit capability statements, proposals, or quotations for government consideration. Interested parties have until September 15, 2025, to submit any concerns regarding this sole source intent to the contracting officer. Any submissions must reference the Notice ID number in the subject line when corresponding with the contracting office.
