About this opportunity

The National Institutes of Health Clinical Center has published a Notice of Intent to Sole Source a maintenance contract for three InVivo/Philips MR400 Patient Monitors. This Special Notice, posted on January 2, 2026, indicates that the agency intends to award a firm-fixed-price contract to a single vendor without issuing a formal solicitation or requesting competitive quotations. The acquisition falls under simplified acquisition procedures governed by Federal Acquisition Regulation Part 13, which permits sole-source awards when circumstances justify that only one source is reasonably available. The contract will be performed in Bethesda, Maryland at the NIH Clinical Center's Radiology and Imaging Sciences department. This notice is classified under Product Service Code 6515 (Medical Instruments, Equipment, and Supplies) and NAICS Code 339112 (Surgical and Medical Instrument Manufacturing).

The purpose of this acquisition is to obtain maintenance services for three MR Patient Care Portal 5000 units and three Expression Patient Monitor MR400 units, including F07 Basic modules with specified monitoring capabilities. InVivo/Philips has been identified as the sole source vendor capable of providing proper maintenance for these patient monitors, as the agency determined that no alternative vendors or maintenance paths exist for this specialized equipment. The contract award is justified on the grounds that improper maintenance would compromise the monitors' ability to accurately track patient vital signs, thereby disrupting safe patient care delivery. Contractors interested in this opportunity should note the January 6, 2026 deadline, though this notice explicitly states that quotations will not be requested and no formal solicitation document will be issued. This acquisition is exempt from certain competitive requirements under simplified acquisition procedures, meaning eligible contractors meeting the sole-source criteria may proceed directly to contract negotiations with the NIH Clinical Center.
