About this opportunity
The U.S. Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has issued a Special Notice for a sole source acquisition of PeerSync software maintenance renewal. The notice specifically involves the National Environmental Satellite Data Information Service (NESDIS), Acquisition and Grants Office (AGO), and Satellite Information Acquisition Division (SIAD). The intended procurement is for software to be used in the NOAA/National Jason Ground Systems (NJGS) system, located in the Mission Operations Division in Suitland, MD. The procurement will be for multiple software licenses and packages from Peer Software Inc., a small business based in Westlake Village, CA. The acquisition is being pursued as a single source solicitation due to the proprietary nature of the PeerSync software and its critical integration with existing systems.
The purpose of this Special Notice is to acquire PeerSync software licenses for file replication and synchronization in wide area network environments, with specific capabilities including one-way file replication, bi-directional file synchronization, file distribution, and file backup. The government anticipates issuing a firm-fixed-price commercial item purchase order with a delivery date of April 27, 2025, and a performance period from April 27, 2025, to April 26, 2026. The solicitation is set aside for small businesses, and while Peer Software Inc. is the intended sole source, all responsible sources may submit a quotation for consideration. The notice emphasizes that PeerSync software was originally delivered with the NJGS system and is considered a critical component with highly specific configurations that cannot be easily replaced without risking operational delays and potential system incompatibilities. Contractors interested in the opportunity can obtain the full solicitation by contacting the points of contact listed in the original notice.

This software will be used to perform a variety of file replication tasks such as: file replication (one way); file synchronization (bi-directional); file distribution (one to many); and file backup.
This will be a single source acquisition solicited to a small business. The intended source is Peer Software Inc. PeerSync software is a proprietary software solution manufactured and distributed exclusively by Peer Software Inc. Peer Software Inc is the only entity capable of providing PeerSync software with the required specifications, support, and integration features needed. The follow-on replacement NJGS system has also been configured and tested with PeerSync and cannot be changed at this point. Attempting to do so would result in a large amount of operational delays and possible incompatibility issues.
