About this opportunity

The Department of Homeland Security's U.S. Coast Guard has published a Special Notice regarding its intent to sole-source a contract for maritime training exercises to Pacific Maritime Group in San Diego, California. The Coast Guard requires a vessel capable of supporting various maritime security response team (MSRT) training activities, including day and night underway operations, hook and climb insertions, close quarters combat scenarios, and chemical, biological, radiological, nuclear, and explosive (CBRNE) training, in order to ensure MSRT personnel maintain their necessary qualifications.

The purpose of this Special Notice is to inform interested parties of the Coast Guard's intent to award a sole-source contract to Pacific Maritime Group, as their vessel "DM Tapper & Ty Woods" meets all the required specifications and is available within the short timeframe needed to conduct the training before MSRT members' qualifications lapse. Responsible sources who believe they can meet the requirements may submit a capability statement to the Purchasing Agent by October 28, 2024, but the government reserves the right to use the information provided for any purpose deemed necessary and is under no obligation to hold a competitive procurement or provide feedback to respondents.

Notice text

No other USCG, NAVY, NOAA or civilian vessels in the area are available to conduct this same type of training. Ship type meets all requirements for length, width, and open deck space. Captains and crews have experience in hosting similar exercise conducted by the USCG, USN and USMC. The ship is capable of readying the vessel to specifications needed on short notice, making it safe for hook and climb, fast roping, close quarters combat with simmunitions, and simulated CBRNE challenges.

GENERAL INFORMATION: Target vessels to conduct Day/Night underway offshore a minimum of 25 Nautical Miles, At-Sea Hook & Climb Insertions, Close Quarters Combat (CQC) tactics with Simmunitions scenarios, CBRNE scenarios, and tactical combat casualty care (TCCC).
