About this opportunity
The Department of State's Office of Acquisition Management intends to sole-source a contract for Oxygen Forensics Detective Licenses to support the Bureau of Diplomatic Security's Computer Investigations and Forensics Division. Specifically, the procurement involves eight (8) Oxygen Forensic Detective SMS licenses and one (1) Oxygen Forensic Detective Network SMS Renewal. The solicitation is issued under FAR 13.106-1(b)(1)(i) with justification that only one source is reasonably available, and a written solicitation will not be issued. Interested vendors must submit a written narrative statement of capability demonstrating their ability to meet requirements by May 02, 2025 at 11:00 am ET. The evaluation will focus on technical capabilities and the ability to provide the specific software licenses needed for digital forensic analysis.

The place of performance is Alexandria, VA 22314, where the software will support computer forensic analysts in completing digital and mobile forensic investigations. While the exact contract value was redacted, preliminary market research indicated quotes were approximately 10% higher than the Independent Government Cost Estimate (IGCE).
