About this opportunity

The Department of Veterans Affairs (VA) Strategic Acquisition Center-Frederick has issued a Special Notice of Intent to Sole Source for online medical journal subscriptions. The notice announces the VA's intention to award a single-source contract to Ovid Technologies, Inc., a Wolters Kluwer Business located in Hagerstown, Maryland. This procurement will support VHA Pharmacy Benefits Management Services by providing nationwide access to specific medical journals and databases. The contract opportunity is being conducted under Federal Acquisition Regulation (FAR) Parts 12 and 13, utilizing simplified acquisition procedures. The notice is specifically for informational purposes and is not a competitive solicitation.

Ovid Technologies was determined to be the sole capable source due to exclusive copyright restrictions for the required publications, which include EBMR-DB-ICU Evidence Based Medicine Reviews, JAMA Oncology, Journal of the National Cancer Institute, and Ovid User License (Online). The contract will consist of a 12-month base period with four additional annual option periods, falling under NAICS code 513120 (Periodical Publishers) with a small business size standard of 1,000 employees. Interested contractors must submit responses demonstrating capability to meet the requirements via email to Brian.Hendren@va.gov by December 13, 2024, at 10:00 AM ET. While this is a sole-source procurement, the VA is providing an opportunity for other potential providers to demonstrate their capability to meet the specific subscription requirements. The overall objective is to secure critical medical journal access for VA pharmacy benefit management services through a focused, targeted procurement approach.
