About this opportunity

The U.S. Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) has issued a Special Notice of Intent to Sole Source a contract for ONRAB oral rabies vaccine baits. The notice identifies Artemis Technologies Inc., a Canadian company, as the intended sole source contractor for this procurement. The contract will be a firm fixed-price, indefinite delivery, indefinite quantity (IDIQ) commercial supply contract classified under NAICS code 325414 with a small business size standard of 1,250 employees. The notice is specifically related to the USDA's Wildlife Services National Rabies Management Program, which seeks to procure these specialized vaccine baits for field evaluation purposes. The Special Notice was posted on February 7, 2025, with responses due by February 21, 2025 at 12:00pm CST.

The primary objective of this Special Notice is to acquire ONRAB oral rabies vaccine baits, which are unique in their ability to produce antibodies against rabies infection in carnivore species, particularly for vaccinating raccoons and skunks. While the procurement is intended to be noncompetitive, the government will consider responses from all responsible sources submitted by the deadline. The contract is planned for a 12-month period from April 1, 2025 to March 31, 2026, with an estimated value of $7,448,900. Artemis Technologies is identified as the sole manufacturer of this specific vaccine bait, which has been used in U.S. field evaluations since 2011 and is already licensed in Canada. Contractors interested in participating must ensure their submissions are detailed, current, accurate, and complete, understanding that the final determination of competition remains solely at the government's discretion. The opportunity will be publicized on SAM.gov to notify potential interested parties, though no alternative sources have currently expressed interest.
