About this opportunity
The U.S. Department of Commerce's Office of Financial Management Systems has issued a Special Notice of Intent to Sole Source a task order for electrical power services. The notice pertains to a potential contract with Potomac Electric Power Company (PEPCO) under the GSA Areawide Public Utility Contract. The contract will cover electrical power services for a facility located at 209 Perry Parkway in Gaithersburg, Maryland. The proposed contract term is 12 months for the base period with an option for four additional 12-month extensions. The procurement is being conducted under a specific Federal Acquisition Regulation (FAR) provision that allows for a sole-source award when only one source can provide the required services at the necessary quality level.
The purpose of this Special Notice is to inform potential contractors of the government's intent to award a non-competitive task order and provide an opportunity for alternative sources to challenge this determination. Contractors have six days from the notice's publication date to submit written responses that could potentially refute the sole-source justification. Any responses must thoroughly and clearly defend claims challenging the government's assessment. If no affirmative responses are received demonstrating a more advantageous alternative source, the task order will be issued to PEPCO. Eligible contractors must be able to provide electrical power services that meet the government's specific quality and operational requirements. Questions or responses regarding the notice must be submitted in writing via email to Dgreen@doc.gov. The government retains sole discretion in determining whether to proceed with the sole-source award based on any received responses.
