About this opportunity

This Special Notice was published by the National Oceanic and Atmospheric Administration on May 23, 2023. The Notice announced NOAA's intent to negotiate a sole-source contract with the International Justice & Public Safety Network to provide annual membership for NOAA's National Weather Service Office of Dissemination to access the National Law Enforcement Telecommunications Systems.

The purpose of the Notice was to inform potential contractors that NOAA required access to the specialized NLETS communication network on a sole-source basis due to its unique capabilities. Contractors had until June 7, 2023 to submit a written response demonstrating their ability to meet requirements, including providing production support, national and foreign data distribution according to routing codes, backup capabilities, and security incident notification procedures as outlined in the attached statement of work. Only the International Justice & Public Safety Network was deemed eligible, as it alone possesses the expertise to operate an international system accessible by all government agencies. The potential sole-source contract would cover an initial base year from September 1, 2023 through four one-year option periods.
