About this opportunity
The 99th Contracting Squadron within the Department of the Air Force Air Combat Command has issued a Notice of Intent to Sole Source for the acquisition of NTTR LASP Drone Detection Software. This special notice indicates the Air Force's intention to award a sole source purchase order under FAR 8.405-6(a)(1)(i)(B) for what they characterize as unique and highly specialized drone detection software capabilities. The procurement is specifically for the Nevada Test and Training Range (NTTR) Low Altitude Surveillance Project (LASP) and is set aside for total small business participation. The agency has determined that only one source is capable of providing the required supplies or services at the necessary quality level. This notice is not a request for competitive proposals, and no formal solicitation document exists for this requirement.
The purpose of this notice is to provide potential contractors an opportunity to demonstrate their capabilities before the government proceeds with the intended sole source award to SPS Aerial Remote Systems LLC for their UNIFY.C2 Counter-Unmanned Aircraft System software. Interested vendors must submit capability statements that include technical data and cost information with convincing evidence of their ability to meet the requirement by July 22, 2025, at 10:00 AM Pacific Time. Submissions must be made via email to gerrymar.villanueva@us.af.mil as Microsoft Word or Adobe PDF attachments not exceeding 10 MB total size. The government will review all capability statements received to determine whether to conduct a competitive procurement or proceed with the sole source acquisition. The Air Force's justification centers on SPS ARS being the sole provider of an integrated platform capable of real-time fusion across 115 nonproprietary sensors and counter-UAS effectors, with the platform already operational covering 300 square nautical miles of U.S. Southern Border airspace in partnership with the City of El Paso.
