About this file

The document is a Single Source Justification (Simplified Acquisition) for the Nevada Test and Training Range (NTTR) to purchase SPS ARS UNIFY.C2 Counter-Unmanned Aircraft System (C-UAS) software and associated licensing. The acquisition is for the Low Altitude Surveillance Project (LASP), managed by SPS Aerial Remote Systems LLC, a small business. The justification states that SPS ARS is the sole provider of an integrated platform capable of real-time fusion across 115 nonproprietary sensors and counter-UAS effectors, with the platform already fielded in partnership with the City of El Paso covering 300 square nautical miles of U.S. Southern Border airspace.

The document outlines that market research determined SPS Aerial Remote Systems LLC is the only known vendor capable of fulfilling the requirement, and competition is not practicable. The contracting officer, Erin Lilly (GS-12), signed the document on 17-Jul-2025, affirming that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1). The document also includes a commitment to conduct continual market research in the future to identify potential alternative sources or manufacturers that could meet the agency's requirements without hindering the mission or increasing costs.

Single Source Justification (Simplified Acquisition)

CONTROLLED UNCLASSIFIED INFORMATION

April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 99 CONS/PKB

Project/Program Name: NTTR LASP Drone Detection Software

Purchase Request / Local ID Number: F3G0CA5191AW01

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

The Nevada Test and Training Range (NTTR) is requesting the purchase of SPS ARS UNIFY.C2 Counter-Unmanned Aircraft System (C-UAS) software and associated licensing.

Section C: Justification for Soliciting from a Single Source or Brand Name

In accordance with FAR 13.106-1(b)(1), only one responsible source is reasonably available to satisfy the agency’s requirements for this acquisition. The requested services support continued engineering and operational integration work associated with the Low Altitude Surveillance Project (LASP), managed by SPS ARS. LASP is the only known system capable of real-time fusion across more than 115 nonproprietary, geographically dispersed sensors and counter-UAS effectors within a unified interface. This platform has been fielded in partnership with the City of El Paso, covering 300 square nautical miles of U.S. Southern Border airspace and delivering multi-domain situational awareness across all classes and types of air and ground tracks.

Commercial C-UAS software solutions generally require multiple separate systems to achieve similar functionality. They often rely on proprietary sensor models, collocated fusion methods, or class-specific correlation that leave critical gaps in mission coverage and real-time responsiveness. LASP eliminates these limitations by offering fully integrated sensor correlation, automated data logging, multilevel secure processing, and embedded synthetic training—all within one architecture.

Replicating this capability would introduce fragmentation, increased cost, and operational risk.

SPS ARS is the sole provider of this integrated platform, and no other source is known to offer comparable functionality.

Therefore, competition is not practicable, and a single-source award is justified in accordance with FAR 13.106-1(b)(1).

Section D: Efforts to Obtain Competition

Market Research has determined that SPS Aerial Remote Systems LLC, a small business, is the only known vendor capable of fulfilling this requirement.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In the future, continual market research shall be performed for similar or like requirements to ascertain if other manufacturers are entering these specified markets that can meet the AFI and/or DoDI standards/requirements. Additional market research shall also be conducted to determine if there are other brands available for future similar or like requirements that will neither hinder the mission of the customer nor increase the cost/price for the government.
