About this opportunity
The National Nuclear Security Administration (NNSA), a civilian agency within the Department of Energy, has issued a Notice of Intent to Sole Source a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract to NOMAD Global Communication Solutions, Inc. for a Counter-Unmanned Aircraft System (C-UAS). This special notice, posted on March 30, 2026, represents the government's intention to award a non-competitive contract based on a determination that NOMAD is the sole responsible source capable of meeting the stated requirements. The contracting activity is the Department of Energy's Office of Secure Transportation (OST) through the Office of Partnership and Acquisition Services, Program Support Acquisition Branch. The procurement is justified under CICA Section 303(c)(1) and FAR 6.103-1(b) and (d), which authorize other than full and open competition when a sole source is determined to be appropriate. NOMAD GCS, a small business classified under NAICS code 336211 (Motor Vehicle Body Manufacturing) and located in Columbia Falls, Montana, is the intended recipient of this contract.
The NNSA seeks to procure an integrated C-UAS capable of detecting, tracking, identifying, mitigating, and defeating unmanned aircraft systems in real-time on a Firm-Fixed Price basis. The government intends to place a minimum order of one unit upon successful field testing and validation, with NOMAD GCS to deliver the system with all integrated technologies. The Notice of Intent posting period extends until April 15, 2026, during which interested parties may submit a request for reconsideration or provide relevant information regarding the sole source justification. NOMAD's unique qualification factors cited in the justification include a fully integrated mobile platform with specialized power management technology, seamless interoperability with secure networking capabilities, and an industry-leading 12-year structural warranty with 24/7/365 technical support. Market research conducted by the government confirmed no alternative sources meet the minimum mission-essential requirements for safety, reliability, and integrated power delivery. Cost reasonableness will be determined through price analysis, technical analysis, historical government contracts, an Independent Government Cost Estimate, and additional market research.
