About this opportunity

The Albuquerque Area Indian Health Services, operating under the Department of Health and Human Services Indian Health Service, has published a Notice of Intent to award a sole source contract for neuropsychological assessment services. The agency intends to award this firm-fixed-price contract exclusively to Sandia Neuropsychology LLC (UEI: FGTEBMAKPM76) based on a waiver under FAR 6.302-1, citing the vendor as the only responsible source capable of satisfying agency requirements. The contract will provide specialized neuropsychological services to adult and pediatric Native American populations across tribal and federal IHS locations in New Mexico. The period of performance spans five years, consisting of one base year (May 1, 2026 – April 30, 2027) and four option years extending through April 30, 2031. The estimated total value exceeds the simplified acquisition threshold, making this a significant procurement action.

The primary objective is to secure neuropsychological assessment services sensitive to cross-cultural and language differences specific to Native American populations, with capabilities to serve both urban and rural patients through potential telehealth delivery. Interested parties may submit responses by November 5, 2025, but must provide clear and convincing evidence that competition would be advantageous to the Government, cost-effective, and supportive of agency mission objectives. Eligible contractors must hold a Ph.D. or Psy.D. in psychology, maintain an active state license, and demonstrate experience working with Native American populations. The contractor will be responsible for conducting comprehensive neuropsychological screenings and evaluations, submitting detailed patient reports within 90 days, and providing quarterly status updates on referrals with monthly invoicing. The Government reserves the sole discretion to determine whether to proceed with this sole source action or conduct a competitive procurement based on responses received.

Notice text

The requested agreement shall provide services to adult and pediatric Native American populations at tribal and federal IHS locations in New Mexico. Due to the complex nature of the request in providing specialized services to Native American patients/clients and the need for sensitivity to cross-cultural and language differences in Native American patients/clients in the Albuquerque Area IHS, we are seeking to sole source.

Period of Performance is for one base year plus four option years, as follows:

Base Year: 05/01/2026-04/30/2027

Option Year #1: 05/01/2027-04/30/2028

Option Year #2: 05/01/2028-04/30/2029

Option Year #3: 05/01/2029-04/30/2030

Option Year #4: 05/01/2030-04/30/2031

The estimated total value is above the simplified acquisition threshold.

The sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1, only one responsible source and no other supply or service will satisfy agency requirements and is based on market research.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of agency.

The determination not to complete the proposed action is solely within the discretion of the Government. Information received normally will be considered for the purposes of determining whether to conduct a competitive procurement.
