About this opportunity
The National Institute on Drug Abuse (NIDA), a division of the National Institutes of Health under the Department of Health and Human Services, has published a Notice of Intent to Sole Source a contract to IQ Solutions, Inc. This special notice, posted on November 4, 2025, announces the government's intention to award a follow-on contract for continued Web Support Center services without conducting full and open competition. The determination to sole source this contract is based on market research indicating that IQ Solutions, Inc. is the only available source capable of performing the required services. The statutory authority for this procurement decision is Federal Acquisition Regulation (FAR) 6.302-1, which permits sole source awards when only one responsible source exists.
The primary objective of this three-month contract, with a period of performance from November 19, 2025 through February 18, 2026, is to maintain NIDA's website while the National Institutes of Health undergoes web centralization activities. The contract encompasses website maintenance, limited development and enhancement, web security, Section 508 compliance, and other necessary tasks to ensure the NIDA website adheres to the Federal Information Security Management Act and the Rehabilitation Act. Additionally, IQ Solutions, Inc. will manage Amazon Cloud Compute Services and complete revisions and finalization of system documentation. Although this is not a competitive solicitation, interested parties may submit responses within 10 days of posting to demonstrate their interest and capability; however, the government's decision not to compete will be made solely at its discretion. The due date for responses is November 13, 2025.
Notice text
This is a notice of intent to award a sole source contract, with IQ Solutions, Inc., in order to continue its performance on the NIDA Web Support Center, which provides website maintenance, limited development/enhancement, web security, 508c and other compliance tasks necessary to maintain the National Institute on Drug Abuse (NIDA) website which adheres to the Federal Information Security Management Act and Section 508 of the Rehabilitation Act while NIH undergoes web centralization activities. The Government proposes to award an additional three (3) month contract with the period of performance: November 19, 2025 – February 18, 2026.
The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, IQ Solutions Inc. has been deemed to be the only available source in the case of a follow-on contract for the continued maintenance of the Website and Amazon Cloud Compute Services as well the revisions and finalization of system documentation, including major components thereof, when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition; and unacceptable delays in fulfilling the agency’s requirements.
The intended source is:
IQ Solutions, Inc.
6116 Executive Boulevard Suite 370
