About this opportunity

The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), intends to sole-source award a contract to Cina Consulting, LLC (DBA Lab 261) for micro- and nanoplastic particle standards by September 4, 2026. NIOSH has determined that Lab 261 is the only source available to meet the agency's minimum technical requirements.

The procurement covers PVC and PET particles in occupationally relevant sizes (10 nm and 1 mm) with stable green fluorescent labeling for in vitro toxicology studies investigating particle deposition and cellular translocation. This specific combination of polymer type, particle size, and fluorescence labeling is not commercially available from other vendors. Lab 261 has previously supplied four similar particles currently in use for this study; use of the same manufacturer is necessary for study continuity and scientific validity.

The contracting officer conducted market research through literature review, scientific vendor catalogs, and online searches. Alternative sources were considered and rejected: unlabeled particles or larger particle sizes would be non-respirable and unrepresentative of human respiratory exposure; in-house milling production would be cost-prohibitive, technically difficult, produce heterogeneous sizes, and would be unsuitable for polymers such as PVC.

This acquisition is conducted under FAR 12.201-1 simplified procedures for commercial products. No competitive solicitation will be posted. Responsible sources believing they can meet these requirements must submit a capabilities or qualifications statement via email only to Mike Davis at VWL8@CDC.GOV with "PR 98999" in the subject line no later than 7:30 PM EST on September 4, 2026. The contracting officer will not respond to phone calls or verbal requests.

Notice text

The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), intends to award a sole source contract to Cina Consulting, LLC (DBA Lab 261) at 2250 Webster St, Palo Alto, CA 94301-4053, for micro- and nanoplastic particle standards (PVC and PET) in 10 nm and 1 μm sizes with green fluorescent labeling for in vitro toxicology studies.

This acquisition is being conducted using the simplified procedures for commercial products under FAR 12.201-1. The NAICS code for this procurement is 325211 Plastics Material and Resin Manufacturing. In accordance with FAR 12.102(a), the contracting officer has determined that Cina Consulting, LLC is the only source available to provide the required microplastic particle standards meeting the agency’s minimum technical requirements below:

These particles are necessary for a study that requires PVC and PET particles in occupationally relevant sizes (10 nm and 1 μm) with stable greenfluorescent labeling. This exact combination of polymer type, particle size, and fluorescence is not commercially available from other vendors. In addition, use of the same manufacturer is important for study continuity and consistency.

As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Cina Consulting, LLC. Responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide these services to Mike Davis VIA EMAIL ONLY at VWL8@CDC.GOV with “PR 98999” referenced in the subject line NO LATER THAN 7:30 PM EST on September 4, 2026. The Contracting Officer will not respond to phone calls or verbal requests. ALL REQUESTS MUST BE IN WRITING.

A determination by the Government not to compete this proposed action are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
