About this opportunity

The United States Department of Commerce (DOC), specifically the National Institute of Standards and Technology (NIST), has issued a Special Notice announcing its intent to sole source a procurement for a nanoparticle nebulizer. The acquisition will be for two units to be utilized by NIST's Material Measurement Laboratory's Chemical Sciences Division. NIST has identified Kanomax FMT, located in White Bear Lake, Minnesota, as the sole manufacturer and distributor capable of meeting their precise technical requirements. The procurement is being conducted under the statutory authority of 41 USC 3304(a)(1) and FAR 13.106-1(b). Market research performed in October 2024 confirmed that no other manufacturer could meet the specific output size distribution and particle generation specifications.

Contractors interested in this opportunity must submit their capability responses via email to jenna.bortner@nist.gov and Donald.collie@nist.gov no later than 1:00 p.m. Eastern Standard Time on January 27, 2025. The nanoparticle nebulizer must meet specific technical requirements, including minimizing interference from non-volatile particle precursors, containing both a particle generator and focused aerosol deposition system, achieving 100% collection efficiency for particles as small as 5 nm, and operating on 120 VAC. The procurement falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. While this is a notice of intent to sole source, NIST will consider responses from interested parties who believe they can satisfy the requirements. The government retains sole discretion in determining whether to conduct a competitive procurement based on the responses received.
