About this opportunity

The Department of Defense Washington Headquarters Services Acquisition Directorate has issued a Special Notice announcing its intent to award a sole-source contract to 3dB Labs, Inc. for MONARCH Radio Frequency Search Platforms. This is not a request for quotes but rather a formal notification that the Pentagon Force Protection Agency requires specialized radio frequency equipment for counterintelligence operations. The contracting activity plans to procure stripped MONARCH laptop systems with advanced spectrum analysis capabilities, omni-directional antennas, and associated training services. The equipment is specifically designed to investigate, analyze, and respond to foreign adversarial threats across radio spectrum frequencies. 3dB Labs, Inc., located in West Chester, Ohio, has been identified as the sole vendor capable of meeting all technical requirements for this specialized equipment.

The procurement is intended to support the Pentagon Force Protection Agency's Threat Management, Intelligence and Investigations Division in their counterintelligence mission. Contractors have until August 22, 2025, to respond to this notice, though the government has already determined that only 3dB Labs possesses the necessary capabilities to fulfill the requirements. The contract includes delivery of two complete MONARCH systems with spectrum analyzers covering frequencies from 100 kHz to 43.5 GHz, maintenance support, and ten-day onsite training for up to six students. Eligibility is effectively limited to 3dB Labs based on the government's determination that they are the only vendor capable of meeting all salient technical requirements. The equipment must be delivered within a 60-day period and will be used to enhance the government's ability to detect and analyze radio frequency threats across a vast spectrum range.
