About this opportunity

The 14th Contracting Squadron at Columbus Air Force Base, Mississippi issued a sole-source intent notice on July 24, 2026 to award Monaco Enterprises, Inc. a contract for a technology refresh of the existing Monaco Fire Alarm Reporting System to Windows 11, with responses due by July 31, 2026. Monaco is the original manufacturer and exclusive owner of the proprietary software; no other vendor is authorized to alter or service the system, and only Monaco technicians possess the factory training, proprietary tools, and specialized test equipment required for installation, integration, and repair. The Air Force intends to procure this as a commercial service under FAR Part 12, citing 10 U.S.C. 3204(a)(1) and DFARS 206.302-1 as the authority for sole-source award based on lack of responsible alternative sources.

Work encompasses a technology refresh at two primary locations—Building 998 (Fire Department) and Building 385 (Civil Engineer Squadron)—with network decommissioning at Building 932, and must be completed by December 31, 2026. The scope includes CPU replacement with Windows 11 configuration, D-21 system upgrades with new software licenses and dongles, network switch installation with fiber modules, database migration, one hour of training for four personnel, and delivery of system diagrams and credentials. Monaco will provide one-year manufacturer warranty on equipment and one-year labor warranty. Interested parties may submit a capability statement demonstrating ability to perform this work without compromising manufacturing, warranty, system integrity, or proprietary licensing constraints; however, this is not a competitive solicitation. WAWF invoicing uses BPN F1N3BG for both inspector and acceptor functions.

Notice text

14th Contracting Squadron located at Columbus AFB, MS 39710, intends to award a sole source award to Monaco Enterprises, Inc.(MEI), 14820 East Sprague Avenue, Spokane Valley, Washington 99216.

This requirement is for non-personal services to provide all personnel, labor, tools, materials, and equipment necessary to perform a technology refresh to Windows 11 for the existing Monaco Fire Alarm Reporting System at Columbus AFB. MEI is the original manufacturer and service provider for the Fire, Security, and Life Safety Equipment currently in use at the base. These systems are comprised of proprietary software developed and exclusively owned by MEI, and MEI does not authorize third parties to alter or add to its software or equipment. Only MEI technicians possess the installation expertise afforded by factory training, as well as the proprietary tools and specialized test equipment required to program the hardware, ensure seamless integration with the existing MEI D-21 system, verify proper operation, and make any necessary repairs. Additionally, for Wide Area WorkFlow (WAWF) invoicing, the BPN for both the Inspector and the Acceptor is F1N3BG; no separate inspector is necessary.

The Government intends to acquire this service under the guidelines of FAR Part 12, Acquisition of Commercial Products and Commercial Services. The Government intends to solicit and negotiate directly under the authority of 10 U.S.C. 3204(a)(1) and DFARS 206.302-1, as only one responsible source and no other supplies or services will satisfy Columbus AFB requirements.

This is not a solicitation for competitive quotes; however, if any interested party can provide this service without compromising manufacturing, delivery, warranty, system integrity, or proprietary software licensing constraints, you may submit a statement of capabilities to be considered by the 14th Contracting Squadron.

A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. The capability statement, a price list, and any other information furnished must be sent via email only and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements without violating MEI's exclusive software and hardware ownership.

Capability statements and related materials must be e-mailed to Brownlee, John M at john.brownlee.2@us.af.mil and Jones, Nina M at nina.jones.2@us.af.mil by 2:30 AM Central Daylight Time on 12th August 2026.
