About this opportunity

The U.S. Army Corps of Engineers, Jacksonville District has issued a Special Notice announcing its intent to modify Contract W912EP22C0017 on a sole source basis to Forgen-Odin JV. The modification pertains to the Central Everglades Planning Project (CEPP) Contract 11A, specifically the Everglades Agricultural Area A-2 Reservoir Foundation & Cutoff Wall Project. The agency is utilizing the sole source authority under 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2)(iii), citing that only one responsible source exists that can satisfy the agency's requirements. The existing contractor is located in Roseville, California, and the notice emphasizes that this is not a competitive solicitation.

The primary purpose of the contract modification is to reduce the period of performance from 2029 to 2028 for the required project work, which involves extensive foundation preparation activities including clearing, grubbing, de-mucking, seepage cutoff wall installation, and canal backfilling across approximately 15.3 miles of foundation for a future 17.3-mile embankment dam. While the Army Corps intends to proceed with sole source modification, interested parties who believe they can meet the requirements may submit capability statements and supporting documentation by the October 24, 2025 deadline. Any submissions must contain sufficient detail to allow the Jacksonville District to evaluate the party's ability to provide the described services. The work requires sophisticated surface and subsurface water management capabilities to ensure construction activities are conducted in dry conditions according to contract specifications within the environmentally sensitive Everglades Agricultural Area.
