About this opportunity
The U.S. Army Corps of Engineers Seattle District issued a sources-sought notice on July 8, 2026, announcing its intent to award a sole-source, firm fixed-price service contract to Thrustmaster of Texas, Inc. for repair and overhaul of a 42-foot self-propelled barge propulsion system; the deadline for interested parties to demonstrate capability is July 14, 2026 at 11:00 AM Pacific Time. This procurement is set aside for total small business (1,300-employee threshold applies under NAICS 336611). The estimated contract value is $65,000 and falls under simplified acquisition procedures (FAR 13.101(a)).
The scope covers procurement of one new Thrustmaster rotating group (Model B121287) for the Jackson barge at Mud Mountain Dam in Enumclaw, Washington; factory overhaul and rebuild of the existing legacy rotating group (Model C104916) with round-trip shipping; and three days of on-site OEM-certified technician supervision during removal and installation. The performance period runs June 1 through December 31, 2026, with replacement of the rotating group required no later than 30 days from receipt of materials. The sole-source justification cites Thrustmaster's status as Original Equipment Manufacturer holding exclusive proprietary drawings and tooling, warranty preservation requirements mandating OEM-certified technician oversight, and market research confirming Thrustmaster as the sole authorized entity for factory overhauls.
Interested contractors must submit written responses by email to Geraldine L. Kemp (Geraldine.L.Kemp@usace.army.mil) with subject line "RESPONSE TO INTENT TO SOLE SOURCE FOR PANNWD-26-P-0000 030972," and must be registered in SAM.gov. The Government reserves discretion to compete this requirement based on responses received.
