About this opportunity
The Defense Counterintelligence and Security Agency (DCSA) Office of the Chief Information Officer has issued a Notice of Intent to Award a Sole Source Order for Microsoft Unified Enterprise Support Services (UESS). This special notice, posted on July 17, 2025, indicates DCSA's intention to negotiate directly with Microsoft Corporation under Federal Acquisition Regulation Part 13 Simplified Acquisition Procedures. The agency requires comprehensive, proactive support services for its enterprise-wide Microsoft product ecosystem across all DCSA locations. DCSA justifies the sole source approach by citing Microsoft's exclusive rights to underlying intellectual property and the technical infeasibility of duplicating these proprietary services with another vendor. The agency emphasizes that only Microsoft can provide critical functionalities including direct access to Microsoft engineers, proactive services, official updates and patches, and dedicated account management.
The primary objective of this notice is to ensure optimal performance and stability of DCSA's critical Microsoft infrastructure while providing advance notice of the intended sole source award. Interested parties may submit capability statements by 12:00 PM EDT on August 1, 2025, demonstrating their ability to provide services identical to Microsoft UESS, including key functionalities such as direct access to source code, proprietary update mechanisms, and authorized patching. Submissions must include detailed technical documentation with specific evidence supporting claims, as generalized marketing materials will not be considered. The government will review all qualifying submissions before proceeding with the sole source award to Microsoft, though the determination not to compete this contract remains solely within the government's discretion. All submissions must be sent via email to the designated contracting officer, and the government will not be responsible for any costs incurred in preparing responses to this announcement.
Notice text
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The Defense Counterintelligence and Security Agency (DCSA) Office of the Chief Information Officer (OCIO), intends to solicit and negotiate directly with Microsoft Corporation, 1 Microsoft Way, Redmond, WA 98052-8300, CAGE 60128 for Microsoft (MS) Unified Enterprise Support Services (UESS). DCSA requires these comprehensive, proactive support services for its enterprise-wide Microsoft product ecosystem. This support must include guaranteed response times and encompass all DCSA locations. DCSA seeks to ensure optimal performance and stability of its critical Microsoft infrastructure.
Microsoft Corporation is the sole provider of MS UESS and retains exclusive rights to underlying MS intellectual property. Due to this inherent exclusivity, only Microsoft can provide critical functionalities such as direct access to Microsoft engineers, proactive services, official updates/patches, ongoing maintenance/optimization, and dedicated account management. Duplicating these proprietary services with another vendor is technically infeasible and would introduce unacceptable risks, including compromised system stability, security vulnerabilities due to delayed or unofficial patching, decreased performance, and a lack of direct access to Microsoft's expertise for critical issue resolution, potentially jeopardizing mission-critical operations.
While this notice of intent is not a request for competitive quotes, interested parties may submit a capability statement demonstrating their ability to provide services identical.to MS UESS, including key functionalities that only Microsoft can provide, e.g., direct access to source code, proprietary update mechanisms, authorized patching, etc. This statement must include detailed technical documentation with specific evidence supporting the claim. Generalized marketing materials will
not be considered.
Submissions must be received via email no later than 12:00 PM EDT on August 01, 2025. The Government will review all qualifying submissions before proceeding with the sole source award to Microsoft.
The Government will not be responsible for any costs incurred in the preparation of responses to this announcement. This is the only notice that will be issued for these items. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
