About this opportunity

The Defense Health Agency Contracting Activity (DHACA) at Fort Detrick, Maryland issued a notice of intent to sole source with ADS BIOTEC INC on September 9, 2026, with a response deadline of September 23, 2026, for delivery and installation of two Metaphase Chromosome Harvesters to support the Armed Forces Radiobiology Research Institute (AFRRI).

AFRRI operates a cytogenetic biodosimetry laboratory that analyzes blood samples to assess radiation exposure in support of the DoD Biodosimetry Network, a congressionally mandated program under the 2016 DoD Appropriations Bill. The existing Hanabi Metaphase Harvesters, purchased over seven years ago, have reached end-of-life; vendors cannot supply replacement parts. The new automated systems will process over 100 blood culture samples simultaneously, automating manual laboratory procedures currently requiring approximately two hours per batch. This automation supports cytogenetics, hematology, serum amylase, and C-reactive protein studies to enable rapid radiological dose determination for treatment decisions, return-to-duty assessments, and casualty management in radiological or nuclear contaminated environments.

ADS BIOTEC INC, located at 5781 Van Allen Way, Carlsbad, California, is identified as the only responsible source capable of providing this equipment. The acquisition is conducted under simplified acquisition procedures with no set-aside restrictions. The estimated total cost is $754,600.00. NAICS 334516 (Analytical Laboratory Instrument Manufacturing) applies, with a small business size standard of 1,000 employees.
