About this opportunity
The EPA's Office of Chemical Safety and Pollution Prevention announced on September 28, 2026, its intent to sole-source a maintenance agreement for the MESO QuickPlex SQ 120 instrument to Meso Scale Discovery by October 2, 2026, with responses due that same date. The procurement is restricted to Meso Scale Discovery because the equipment is proprietary, Meso Scale Discovery maintains no authorized resellers, and only the manufacturer's certified technicians can service the instrument without voiding warranty agreements or incurring additional repair costs. The EPA is pursuing this award under Revolutionary FAR Overhaul 12.102(a), with a twelve-month base period and four twelve-month option periods, evaluated under RFO 12.2. The MESO QuickPlex SQ 120 is specialized laboratory equipment that EPA scientists use for chemical screening and assessing effects on human health and the environment. Although this is not a formal request for quote, any firm believing it can meet EPA's requirements may submit a written capability statement with clear and convincing evidence that competition would be advantageous to the Government; the Contracting Officer retains sole discretion to determine whether to compete based on responses received. NAICS code 811219 applies; no set-asides are used. Direct capability statements and questions to Contracting Officer Kareen Mansfield (Mansfield.Kareen@epa.gov) or Contract Specialist Lemile Chandler (Chandler.Lemile@epa.gov); telephone calls will not be accepted.

The Environmental Protection Agency’s (EPA) Office of Chemical Safety and Pollution Prevention (OCSPP) has a requirement to purchase a Meso Scale Discovery Silver MesoAdvantage Plan Maintenance Agreement for the MESO QuickPlex SQ 120. The MESO QuickPlex SQ120 is highly specialized equipment that OCSPP scientists use for chemical screening and evaluating associated effects on human health and the environment. This maintenance agreement ensures that the instrument is operating properly and is serviced with Original Equipment Manufacturer (OEM) parts.
The Agency intends to negotiate a sole-source Purchase Order (PO) with Meso Scale Discovery in accordance with Revolutionary FAR Overhaul (RFO) 12.102(a), with a twelve-month base period and four twelve-month option periods. Evaluation and award will be in accordance with RFO 12.2.
